Qëllimi: Construction permits are there to ensure that buildings are safe and comply to the Construction Code. Construction permit ensures that your building is built in the right place, it improves quality of life to all citizens and preserves agricultural land and the natural resources, as well as enables the implementation of spatial planning documents. The Ministry is responsible for issuing construction permits for construction projects, as follows: 1. high dams and water reservoirs, waste from mining or ash for which technical maintenance is required; 2. nuclear facilities and other facilities used for production of nuclear fuel materials, radioisotopes, radiation, radioactive waste dump for purposes of scientific research; 3. facilities for oil and gas processing, pipeline and international pipelines and highways, pipelines and pipeline pressure exceeding sixteen (16) bar if it passes at least through two (2) municipalities, landfill gas oil and fuel oil with capacities of over five hundred (500) ton, hot water highway and regional supply, bio-diesel production facilities; 4. basic facilities for chemical processing industry, black and colored metallurgy, leather and wool processing facilities, rubber processing facilities, facilities for the production of cellulose and paper and facilities for processing raw material of non-metallic minerals, in addition to facilities for primary processing of precious stones and other stones in accordance with the rules which determine the list of projects for which the environmental impact assessment is required; 5. stadiums for ten thousand (10,000) or more spectators, silos with capacity of over ten thousand (10,000) m³, penitentiary correctional facilities; 6. hydro and thermal plants with power dams of ten (10) MW or more, power plants with ten (10) or more MW, and power plants - electric heating effect with ten (10) or more MW, and overhead lines and transformers voltage stations of one hundred and ten (110) or more KV; 7. inter-regional and regional facilities of water supply and sewage, facilities for preparation of drinking water with a capacity of over four hundred (400) l/s and purification plants for sewage in settlements with over fifteen thousand (15,000) inhabitants or with a capacity of forty (40) l/s; 8. repair works in protection from deep waters in urban and rural area greater than three hundred (300) hectares; 9. objects of particular importance with cultural value, objects of cultural value registered in the global list of cultural and natural heritage, buildings in protected areas in accordance with the Law on cultural heritage, facilities within the boundaries of national parks, except family houses, economic and agricultural facilities and their infrastructure when they are constructed in the village; 10. non-hazardous waste treatment plant, using combustion or chemically treated with a capacity greater than seventy (70) tons per day; 11. plants for treatment of hazardous waste by burning, thermal methods and/or physical, chemical and physical-chemical treatment, and central landfill and/or hazardous waste landfills; 12. airports; 13. passenger ports, harbors and terminals; 14. national roads of the first and second order, road service facilities and traffic entry/exit on these roads and border crossings; 15. The public railway infrastructure as well as the links to it and subways; 16. telecommunication as well as network facilities, systems or equipment which are of international importance and highways as well as those which are built on the territory of two or more municipalities; 17. regional landfills or dumps for disposal of non-hazardous waste for areas with over two hundred thousand (200,000) inhabitants; 18. facilities for the production of energy from renewal energy sources with a power of ten (10) MW or more and plants with combined production

Përshkrimi: Application for construction conditions and the issuance of the building permit for category III construction (high-risk buildings and in the national interest) is the competence of the Ministry of Environment and Spatial Planning. After submitting completed building permit application, the applicant is provided with a notice of administrative tax value for building permits, and within a period of 5 days, the applicant must submit proof of payment. Following this, there will be a period of 45 days by when the Ministry is obliged to issue the decision on Construction Permit. The procedure for extension of the construction permit is the same.
