Purpose: The aim is to have legal entities trading in petroleum and petroleum products comply with the technical requirements on safety, health and environment protection, and meet the financial, administrative, tax, municipal and legal requirements. Identification of entities that deal with petroleum activity, providing revenues to the Kosovo Budget.
Description: The request for license is submitted by the party (the entity) to the Ministry of Trade and Industry (MTI). Initially, the case is reviewed by the Internal Committee of Department for regulating the petroleum market (DRPM) for possible deficiencies and submitted to the Commission for Verification of Technical Conditions (CVTC) If it is determined that there are deficiencies, the commission will require completion of documentation within the given deadline. CVCT will conduct a field visit to verifies the technical conditions according to applicable laws and bylaws. The Commission drafts the minutes which it submits to the Internal Committee, which then with its three members carries out final verification of documentation and prepares a report for the Director. The application must be verified by the Director and a decision on granting or refusing a license is issued within 30 days from the date of application. The application together with the decision for approval is submitted to the cabinet of the Minister along with the license prepared for signature.
